培训能增加农民收入吗——基于全国农村固定观察点数据的实证研究 被引量:8

Can Training Boost Farmers’Income in Rural China?——An Empirical Study Based on the Data of National Rural Fixed Observation Points

摘要 基于2009-2018年全国农村固定观察点面板数据,采用面板双向固定效应模型、倾向得分匹配检验和处理效应模型等方法,处理农户参与培训的选择偏差问题,分析培训对农民收入的影响。研究结果表明,培训有助于农户增收,增收效应主要来源于农业收入增长;培训的增收效应具有持续性和正向累积效应,但影响程度随时间推移有递减趋势;培训对农户收入差距的影响不大。基于此提出如下政策建议,要加大涉农培训力度,坚持需求为导向、农民为中心,分级分类安排符合群体特征、适应农民需要的培训,加大“高素质农民培训”和“农技推广现场培训”力度,挖掘非农培训增收潜力,助力乡村振兴战略和共同富裕目标的实现。 Based on a panel data from the National Rural Fixed Observation Points from 2009 to 2018,this paper uses the panel two-way fixed effect model,propensity score matching and treatment ef-fect model to deal with the selection bias of farmers’participation in training,and empirically analyzes the impact of training on farmers’income.The results show that training contributes to the income growth of farmers,with the main source of income growth coming from the growth of agricultural in-come.The income growth effect of training is sustainable with a positive cumulative effect,but the impact decreases gradually over time.Training has little effect on the income disparity among farmers.The con-clusions show that it is necessary to increase the intensity of agriculture-related training,adhere to the demand-oriented and farmer-centered approaches,arrange training in a graded and classified manner that suits the characteristics of different groups and meets the needs of farmers,increase the intensity of“high-quality farmer training”and“on-site training of agricultural technology extension”,tap the poten-tial of non-agricultural training to increase income,and contribute to the rural revitalization and common prosperity.
