摘要
高校领导干部循证决策能力是其在高校决策过程中体现出的能够有意识地以有效证据为中心开展认知、行为等一系列活动的心理特征。通过分析高校循证决策的内涵和生成过程,将高校领导干部循证决策能力划分为循证认知能力、证据集成能力、证据运用能力等三个维度以及十个子要素。高校领导干部循证决策能力是实现大学有效治理的前提,是高校决策科学化的基础,是高校领导干部的专业核心能力,是院校研究决策支持功能实现的重要保障。为进一步提升高校领导干部的循证决策能力,政府和高校要开展循证决策的教育培训工作,建立循证决策证据获取机制,完善循证决策评价考核机制。
The evidence-based decision-making ability of university leaders is thepsychological characteristic that university leaderscarry out a series of cognitive and behavioral activities centered on effective evidenceconsciously in the decision-making process.Based on the analysis of the basic concept and composition of evidence-based decision-making,this paper proposes that theevidence-based decision-making ability of university leaders can be divided into three dimensions:evidence-based cognitive ability,evidence integration ability,and evidence application ability,and each dimension can be subdivided into 10 sub-elements.Evidence-based decision-making ability of leading cadres in universities is a prerequisite for the realization of effective governance of universities,the foundation of scientific decision-making in universities,the professional core competence of leading cadres in universities,and an important guarantee for the realization of the research and decision-making support function of the institution.It is also suggested that the evidence-based decision-making ability of university leaders should be improved by carrying out evidence-based decision-making education and training,establishing evidence-based decision-making evidence acquisition mechanism,and improving evidence-based decision-making evaluation and assessment mechanism.
