摘要
为提高应急救援服务能力,提出一种基于北斗三号短报文的应急图文信息传输技术,并设计了基于北斗三号的应急图文信息传输平台。为提高北斗短报文信息传输效率,提出文本和图像压缩编码算法,将文本和图像信息压缩成信息容量更小的数据包,缩短了信息传输所需数据包的长度。实验结果表明,该算法对文本消息的压缩率达到50%,图像信息的压缩率达到2%。平台测试结果表明,在有限的通信资源下,终端与指挥机之间能够高效地进行信息交互,有助于更快速地响应应急情况。该研究成果对应急管理部门提高应急救援服务能力具有一定参考价值。
In order to improve the capacity of emergency rescue services,an emergency graphic information transmission technology based on BeiDou-3 short message was studied,and an emergency graphic information transmission platform based on BeiDou-3 was designed.In order to improve the ef‐ficiency of BeiDou short message information transmission,text and image compression coding algo‐rithms were studied respectively,and the text and image information were compressed into packets with smaller information capacity,which reduced the length of packets required for information trans‐mission.The experimental results show that the compression rate of the algorithm reaches 50%for text messages and 2%for image messages.The test results of the platform show that the information interac‐tion between the terminal and the commanding machine can be carried out efficiently with limited com‐munication resources,which helps to respond to the emergency situation more quickly.The research results have a certain reference value for the emergency management department to improve the capacity of emergency rescue services.
