摘要
大熊猫国家公园作为我国首批设立的国家公园之一,范围内分布着大量集体林资源。集体林是农户进行林地经营的主要对象,被划入大熊猫国家公园之后,其经营利用因兼顾生态保护和经济发展而面临着挑战。根据大熊猫国家公园四川片区集体林总体状况,从自然资源利用、宏观制度环境、权属变迁、经营政策等多方面对大熊猫国家公园集体林经营的复杂性加以分析,以充分发挥集体林多重效益,破除集体林经营困境为现实目标,探讨大熊猫国家公园集体林经营路径,以期推动大熊猫国家公园建设。
As one of the first national parks established in China,the Giant Panda National Park contains a large number of collective forest resources.Collective forests are the main areas where farmers manage forestland.After the collective forest was classified as part of the Giant Panda National Park,the management and utilization of collective forests face challenges in balancing ecological protection and economic development.According to the situation of collective forests in the Sichuan area of the Giant Panda National Park,this article analyzes the complexity of collective forest management from multiple aspects such as natural resource utilization,macro institutional environment,property rights,and management policies.The goal is to fully leverage the multiple benefits of collective forests and overcome the difficulties in collective forest management.This article explores the scenario of collective forest management in the Giant Panda National Park,with a view to promote the construction of the Giant Panda National Park.
