摘要
透过国家治理效能的窗户,可以展示中西治理模式的实际差异,更能借以回答全过程人民民主何以实现对竞争式选举民主超越的时代之问:在治理主体维度,以“人民民主”破解合法化困境;在治理理念维度,以“实质自主”破解价值理念困境;在治理制度维度,以“中国之制”破解实践僵化困境;在治理成效维度,以“中国之治”破解低效失灵困境。这种全面、真实、有序、管用的全过程人民民主实现了对竞争式选举民主的系统性超越。面对当前世界普遍存在的治理难题,全过程人民民主打破了西方民主霸权的桎梏,充分彰显了中国特色社会主义政治的优越性,创造了人类政治文明新形态。
Through the window of the effectiveness of national governance,we can not only see the actual differences between the Chinese and Western modes of governance,but also answer the question of the times:How whole-process People's democracy can realize the transcendence of competitive electoral democracy.In the dimension of the main body of governance,the answer for the dilemma of legitimization is“People's democracy”;In the dimension of the concept of governance,the answer for the dilemma of value concept is“substantive autonomy”;In the dimension of governance system,the answer for the dilemma of rigidity in practice is“China’s system”;In the dimension of governance effectiveness,the answer for the dilemma of inefficiency and malfunction is“governance of China”.Whole-process people's democracy which is comprehensive,genuine,orderly and effective has achieved a systematic transcendence of competitive electoral democracy.In the face of the prevailing governance problems in the world,whole-process people's democracy has broken the shackles of Western democratic hegemony,fully demonstrated the superiority of socialist politics with Chinese characteristics,and created a new form of human political civilization.
