摘要
风险社会背景下,互联网型运动式治理在适应风险情景与应对高频风险方面非常适配,成为有限治理资源约束下政府进行网络内容风险治理的理性选择。综合工具属性和治理目标的双重考量,互联网型运动式治理适用于定期主题类、精准锚定类、网络平台类等风险治理场景,但在应用过程中显现出治理效果间歇反复、治理价值难以评判的局限性。基于W市网络综合治理体系建设的案例分析,实现网络内容风险整体性治理需要消除互联网型运动式治理的弊端。通过跨尺度视角推动互联网型运动式治理调适转型,协调其与常规化治理的关系;优化中观尺度“风险链”形塑治理向度;引入微观尺度“网络信息生态链”转换治理空间,推动制度优势向治理效能有效转化。
Under the background of risk society,internet-based campaign-style governance is very suitable in adapting to risk scenarios and coping with high-frequency risks,and has become a rational choice for government to conduct risk governance for online content under the constraint of limited governance resources.Based on the dual considerations of tool attributes and governance objectives,internet-based campaign-style governance is suitable for risk governance scenarios such as periodic theme,precise anchoring,and network platform,etc.However,it shows the limitations of intermittent and repeated governance effects and difficulty to judge the governance value in the process of application.Based on the case study of the construction of comprehensive network governance system in W city,to realize the holistic governance of network content risk,it is necessary to eliminate the drawbacks of internet-based campaign-style governance.Through the cross-scale perspective,we should promote the adjustment and transformation of internet-based campaign-style governance,and appropriately coordinate its relationship with regularized governance;optimize the meso-scale "risk chain" to shape the direction of governance;introduce the micro-scale "network information ecosystem" to transform the governance space,and promote the effective transformation of institutional strengths into governance effectiveness.
