摘要
江门提升先进制造业关键核心技术能力不仅有利于推动江门先进制造业高质量发展,增强江门先进制造业产业链的稳定性和安全性,还有利于江门更好地接受粤港澳大湾区和国外先进制造业资源辐射。新一轮科技革命和产业变革、国家和广东省高质量发展先进制造业、粤港澳大湾区以及深圳中国特色社会主义先行示范区“双区”建设为江门提升先进制造业关键核心技术能力带来新机遇。同时,江门提升先进制造业关键核心技术能力也面临许多体制机制障碍,其关键核心技术攻关的“揭榜挂帅”机制、产学研协同创新的体制机制、知识产权引领创新发展的体制机制、制造业高端人才引进与评价激励机制和制造业产业集群创新发展的体制机制都有待完善。江门应积极探索关键核心技术攻关的“江门路径”,完善以企业为主体产学研深度融合的协同创新体系,加强知识产权保护与运用激发企业创新积极性,创新制造业高端人才引育模式与人才评价激励机制,优化制造业产业集群创新机制提升产业链现代化水平。
Jiangmen's improvement of its key core technical capabilities of ad-vanced manufacturing will not only help promote the high-quality development of Jiangmen's advanced manufacturing industry,enhance the stability and security of Jiangmen's advanced manufacturing industry chain,but also help Jiangmen better ac-cept the advanced manufacturing resources radiated from Guangdong-Hong Kong-Macao Greater Bay Area and overseas.A new round of scientific and technological revolution and industrial revolution,the high-quality development of advanced manufacturing by the state and Guangdong Province,the construction of the Guangdong-Hong Kong-Ma-cao Greater Bay Area and the“dual-zone”Shenzhen Pilot Demonstration Zone have brought new opportunities to Jiangmen to enhance its key core technical capabilities of advanced manufacturing.At the same time,Jiangmen also faces many institutional mechanism obstacles in improving its key core technical capabilities in advanced manu-facturing.Its key core technology research and development institutional mechanisms in-clude the“unveiling and leading”mechanism,the institutional mechanism for indus-try-university-research collaborative innovation,the institutional mechanism for intel-lectual property rights to lead innovative development,the institutional mechanism for the introduction and evaluation incentive mechanism of high-end talents in manufactur-ing industry,and the institutional mechanism for innovative development of manufactur-ing industry clusters.All these institutional mechanisms need to be improved.Jiangmen should actively explore the“Jiangmen Path”to tackle key core technologies,improve the collaborative innovation system with enterprises as the main body that deeply in-tegrates industry,university and research,strengthen the protection and application of intellectual property rights to stimulate the enthusiasm of enterprises for innovation,and innovate the high-end talent introduction and cultivation model in the manufacturing in-dustry and the mechanism for evaluating and motivating the talents,thus to improve the modernization level of the industrial chain.
