营商环境质量评价的实证分析与优化研究 被引量:1

摘要 中国经济已经进入高质量发展时代,营商环境是影响经济高质量发展的重要因素之一,因此就需要完善营商环境的质量评价体系。营商环境的优化需要营商环境的质量评价结果作为支撑。本文将营商环境质量评价分为“硬质量”评价和“软质量”评价,依据质量评价理论,分析认为在质量评价体系的构建中,质量文化是核心评价指标。而质量文化又属于软质量指标,因此本文通过质量文化指标来构建营商环境质量评价体系的软指标。通过实证分析,证明了我国已经构建的营商环境质量评价体系中软质量指标占比较低,数量较少,需要在原来的基础上增加对营商环境软质量指标的设计和评价;证明了软质量评价好的地方营商环境整体评价就好。最后在营商环境质量评价优化方面,根据质量文化指标,提出了增加“政府工作人员价值观”、“政策压力测试”和“处罚风险评估”3项软质量指标的建议。 The Chinese economy has entered an era of high-quality development,and the business environment is one of the important factors affecting the high-quality development of the economy.Therefore,it is necessary to improve the quality evaluation system of the business environment,and the optimization of the business environment needs the quality evaluation results of the business environment as support.This article divides the quality evaluation of business environment into“hard quality”evaluation and“soft quality”evaluation.Based on the theory of quality evaluation,it is considered that quality culture is the core evaluation indicator in the construction of the quality evaluation system.And quality culture belongs to the soft quality index.Therefore,this article constructs the soft indicator of the business environment quality evaluation system through the quality cultural index.Through empirical analysis,it has been proven that the proportion and quantity of soft quality indicators in the established business environment quality evaluation system in China are relatively low,and it is necessary to increase the design and evaluation of soft quality indicators for business environment on the original basis;it has been proven that the overall evaluation of the business environment of places with good soft quality evaluation is also good.Finally,in terms of the optimization of the quality evaluation of business environment,according to quality culture index,suggestions were proposed to increase three soft quality indicators:“government staff values”,“policy stress test”,and“punishment risk assessment”.
