土地确权对农业碳减排的影响机制研究--基于农业机械化水平的中介效应

摘要 “双碳”背景下,土地确权被视为促进农业碳减排的有力举措,通过探究土地确权对农业碳排放的作用机制,为农业碳减排提供现实经验,从而助力“双碳”目标实现。基于全国30个省市面板数据,使用FGLS(可行广义最小二乘法)模型评估土地确权对农业碳减排的影响。结果表明:土地确权对农业碳减排具有促进作用,其影响呈现倒U型特征;土地确权通过促进农业机械化来减少农业碳排放,即存在“土地确权-促进农业机械化-农业碳减排”的影响机制;土地确权对不同农业功能区农业碳排放存在显著的区域异质性,对粮食主产区农业碳减排具有显著促进作用,而对非粮食主产区的减碳效应不显著。据此,应当持续优化土地确权政策,充分发挥其农业碳减排效应;促进农业技术进步与创新,完善农机社会化服务体系;各地政府因地制宜,实施差异化的土地确权政策。 Under the background of‘double carbon’,land right confirmation is regarded as a powerful measure to promote agricultural carbon emission reduction.By exploring the mechanism of land right confirmation on agricultural carbon emission,it provides practical experience for agricultural carbon emission reduction,so as to help achieve the goal of‘double carbon’.Based on the panel data of 30 provinces and cities in China from 2008 to 2021,the FGLS model is used to evaluate the impact of land rights confirmation on agricultural carbon emission reduction.The results show that land right confirmation has a promoting effect on agricultural carbon emission reduction,and its influence has an inverted U-shaped structure.Land right confirmation reduces agricultural carbon emissions by promoting agricultural mechanization,that is,there is an impact mechanism of land right confirmation-promoting agricultural mechanization-agricultural carbon emission reduction.Land titling has significant regional heterogeneity on agricultural carbon emissions in different agricultural functional areas.It has a significant effect on agricultural carbon emission reduction in major grain-producing areas,but no significant effect on carbon reduction in non-major grainproducing areas.Therefore,it is necessary to continuously optimize the land right confirmation policy and give full play to its agricultural carbon emission reduction effect,to promote the progress and innovation of agricultural technology,and to improve the socialized service system of agricultural machinery,the local governments implement differentiated land rights confirmation policies according to local conditions.
