黄河流域生态补偿的实现机制研究——以河南省为例 被引量:1

摘要 黄河流域生态补偿机制是化解黄河流域生态保护与环境治理困境,实现黄河流域高质量发展的有效手段。河南省黄河流域生态补偿机制经历了从政策强烈驱动的缓慢起步阶段到政策驱动与内生动力并行的快速发展阶段,再到强化制度建构的巩固定型阶段。河南省黄河流域生态补偿机制面临着集体行动困境、纵向力量介入不恰当与多元化力量参与缺失等问题,影响着其实现效果。将流域生态补偿纳入“河长制”制度体系中,可以发挥“河长制”的纵向行政权威、横向合作平台以及多元化主体优势,促进黄河流域生态补偿机制的有效运行。 The ecological compensation mechanism in the Yellow River Basin is an effective means to resolve the dilemma of ecological protection and environmental governance in the Yellow River Basin and achieve high-quality development in the Yellow River Basin.The ecological compensation mechanism of the Yellow River Basin in Henan Province has experienced from a slow start stage driven by strong policies,to a rapid development stage driven by policies and endogenous forces,and then to a consolidated and fixed stage of strengthening institutional construction.The ecological compensation mechanism of the Yellow River Basin in Henan Province is faced with some problems,such as the dilemma of collective action,the inappropriate involvement of vertical forces and the lack of participation of diversified forces,which affects its realization effect.Incorporating basin ecological compensation into the“River Chief System”system can give full play to the vertical administrative authority,horizontal cooperation platform and diversified subject advantages of the“River Chief System”,and promote the effective operation of the ecological compensation mechanism in the Yellow River basin.
