摘要
脱贫攻坚取得胜利后转向全面推进乡村振兴,是“三农”工作重心的历史性转移,推进脱贫攻坚战略同乡村振兴战略的有效衔接,是今后一个时期的重点任务。值得高度重视的是,当前部分脱贫地区的发展基础仍然薄弱,一些脱贫群众的自我发展能力仍然不强,防止返贫的任务仍然十分艰巨,推进“脱贫攻坚”同“乡村振兴”两大战略有效衔接面临较大挑战。本文在分析研判巩固拓展脱贫攻坚成果面临的基本形势及主要挑战的基础上,提出了推进“脱贫攻坚”同“乡村振兴”两大战略有效衔接的基本思路、战略重点与关键路径,强调要构建促进脱贫地区发展的长效机制,加强综合保障和配套措施的支撑,以期在巩固拓展脱贫攻坚成果的基础上,接续推进脱贫地区发展、群众生活改善和乡村全面振兴。
After the victory of poverty alleviation,the focus of work relating to“Three Rural Issues”(agriculture,rural areas and farmers)has shifted to comprehensively promoting rural revitalization,which is of great historical significance.Synchronizing poverty alleviation with rural revitalization is the key task in the future.What is worthy of high attention is that the current development foundation of some areas that have been lifted out of poverty is still weak,the self-development capabilities of the people who have got out of poverty are still not strong,and the task of preventing people from falling back into poverty re‐mains arduous,promoting the effective connection of poverty alleviation with rural revitaliza‐tion is facing greater challenges.Based on the analysis and judgement of the basic situation and main challenges faced by consolidating and expanding the achievements of alleviating poverty,the basic ideas,focal points and key paths of promoting synchronization of poverty alleviation with rural revitalization are put forward in this paper.And then,it proposes that it is necessary to establish a long-term mechanism to promote the development of areas that have been lifted out of poverty,and strengthen the comprehensive guarantees and supporting mea‐sures,aiming to promote the development of areas where the poverty has been alleviated,im‐prove people’s well-being,and accelerate the revitalization of the countryside in all respects,which is on the basis of consolidating and expanding the achievements of poverty alleviation.
