摘要
政府治理有效性是对治理能力予以定量识别的重要参考。本文基于2003—2021年我国285个城市的面板数据,实证检验了数字技术对提升政府治理有效性的作用。研究发现:数字技术能够提升政府治理有效性。进一步将政府治理有效性细分为经济治理有效性和社会治理有效性发现,数字技术既能够通过要素流动机制让企业信息获取能力提升和重资产比重降低,提升经济治理有效性,也能通过政治参与机制增强民众政治效能感和政府信息处理水平,帮助政府提升社会治理有效性。在高数字基础设施建设水平城市、适度数字人才集聚度城市、超特大城市、副省级以上城市、资源型城市以及市场化程度和财政透明度高的城市中,数字技术对政府治理有效性的作用更强。同时,数字技术对政府治理有效性的影响在东部沿海、黄河中游等人口密集地区显著为正,在西北地区显著为负。数字技术对政府治理有效性存在正向空间溢出,本地数字技术发展也能促进相邻城市政府治理有效性提升。对此,政府应制定企业数字化转型的激励政策,加强民众数字素养教育,制定全国性的数字治理发展规划,构建地区间协同互通的数字政务体系。
The effectiveness of government governance is an important reference for quantitatively identifying governance capabilities.Based on the panel data of 285 cities in my country from 2003 to 2021,the role of digital technology in improving the effectiveness of government governance was empirically tested.Research findings:(1)Digital technology can improve the effectiveness of government governance.The effectiveness of government governance is further divided into economic governance effectiveness and social governance effectiveness,and it is found that digital technology can improve the information acquisition capabilities of enterprises and reduce the proportion of heavy assets through the factor flow mechanism,forcing the government to improve the effectiveness of economic governance,and also through the political participation mechanism,it can enhance people s sense of political efficacy and government information processing level,and help the government proactively improve the effectiveness of social governance.(2)In cities with a high level of digital infrastructure construction,cities with a medium concentration of digital talents,super megacities,cities above the sub-provincial level,resource-based cities,and cities with a high degree of marketization and financial transparency,digital technology is effective for government governance Sex has a stronger effect.At the same time,the impact of digital technology on the effectiveness of government governance is significantly positive in densely populated areas such as the eastern coast and the middle reaches of the Yellow River,and significantly negative in the northwest region.(3)Digital technology has a positive spatial spillover on the effectiveness of government governance,and the development of local digital technology can also promote the improvement of the effectiveness of government governance in neighboring cities.In this regard,the government should formulate incentive policies for the digital transformation of enterprises,strengthen digital literacy education for the public,formulate a national digital governance development plan,and build a collaborative and interoperable digital government system among regions.
