水泥生产协同处置固体废物的企业清洁生产审核研究

摘要 开展清洁生产审核是水泥生产企业实现绿色发展的客观要求,有助于加强源头控制,全过程预防污染。以临沂市某水泥生产企业为例,分析水泥生产协同处置固体废物的企业清洁生产审核。该企业的本轮清洁生产审核共产生无/低费方案3个、中/高费方案7个,总投资约为2 707万元。方案全部实施后,单位产品电耗降低1.1%,单位产品氮氧化物(NO_(x))产生量降低3%,单位产品二氧化硫产生量降低21.7%,均达到预设的清洁生产目标。通过本轮清洁生产审核,该企业每年可产生经济效益463万元,节约用煤4 100 t、用电262万kW·h,减少二氧化硫排放11.8 t、氯离子排放50.4 t、NO_(x)排放25.1 t、粉尘排放1.1 t,已达到《水泥行业清洁生产评价指标体系(试行)》规定的一级清洁生产水平。实践表明,本轮清洁生产审核产生明显的经济效益和环境效益。 Conducting clean production audits is an objective requirement for cement production enterprises to achieve green development,which helps to strengthen source control and prevent pollution throughout the entire process.Taking a cement production enterprise in Linyi City as an example,this paper analyzes the clean production audit of enterprises for the collaborative disposal of solid waste in cement production.The current round of clean production audit of the enterprise has generated a total of 3 no/low cost plans and 7 medium/high cost plans,with a total investment of approximately 27.07 million yuan.After the full implementation of the plans,the power consumption per unit product decreases by 1.1%,the production of nitrogen oxides(NO_(x))per unit product decreases by 3%,and the production of sulfur dioxide per unit product decreases by 21.7%,all of which achieve the preset clean production goals.Through this round of clean production audit,the enterprise can generate an annual economic benefit of 4.63 million yuan,save 4100 t of coal and 2.62 million kW·h of electricity,reduce 11.8 t of sulfur dioxide emissions,50.4 t of chloride ion emissions,25.1 t of NO_(x) emissions,and 1.1 t of dust emissions,it has reached the first class of clean production level specified in the“Cement Industry Clean Production Evaluation Index System(Trial)”.Practice has shown that this round of clean production audits has produced significant economic and environmental benefits.
