摘要
当前,全球科技创新环境加速迭代,新一轮产业和科技革命快速演变,关键核心技术成为国家、地方政府和企业持续发展的重要引擎,受到高度重视。我国虽在人工智能、量子通信、新材料等领域的关键核心技术取得重要突破,但也面临诸多挑战。本文提出以新型研发机构、高水平研究型大学等战略科创平台为载体,明确战略科创平台的定义及应具备的特点,并提出“一核心+四计划+N举措”的实施思路,即以国家战略和产业需求为核心,围绕平台能级提升、人才队伍提升、学科交叉汇聚和创新生态改善四个维度,提出明确攻关方向、加强资源整合与管理、畅通转化路径、注重多学科交叉、建设公共服务平台和开展产学研合作及创新生态建设等举措。
Currently,the global technological innovation environment is accelerating iteration,and a new round of industrial and technological revolution is rapidly evolving.Key core technologies have attracted high attention from national,local governments,and enterprises and become important engines of the rapid development.Although China has made significant breakthroughs in key core technologies in fields such as artificial intelligence,quantum communication,and new materials,it also faces many challenges.This article proposes to use new research and development institutions,high-level research-oriented universities and other scientific and technological innovation platforms as carriers,clarify the definition and characteristics of strategic scientific and technological innovation platforms,and propose the implementation idea of"'one core'+'four plans'+'N measures'",which focuses on national strategy and industrial needs,and revolves around four dimensions:platform level improvement,talent team improvement,interdisciplinary convergence,and innovation ecology improvement,Propose measures such as clarifying the direction of research,strengthening resource integration and management,unblocking transformation paths,emphasizing interdisciplinary intersection,building public service platforms,and carrying out industry university research cooperation and innovative ecological construction.
