基于价值工程与功能均衡的城市道路预防性养护效益评价研究

摘要 预防性养护能够延长路面使用寿命,降低资金投入,目前其效益评价侧重于路况层面,偏向于结果导向。在社会发展新形势下,如何在考虑路况的基础上综合施工现场管理和交通阻断等社会影响,使预防性养护效益评价过程中兼顾社会因素和过程导向,值得广大从业人员研究。现有预防性养护评价模型的研究期多为预防性养护当年,而这种方式只能评价其短期效益,忽略了长期效果。因此,应用价值工程理论和功能均衡模型,结合熵权法和层次分析法,综合考虑路况水平、交通影响和现场管理3个方面因素,建立了一种新型、长期的评价体系。应用功能均衡模型对北京市9条道路样本进行分析,并通过IFS-TOPSIS评价结果验证了评价方法的可行性和有效性。研究表明:基于价值工程和功能均衡的城市道路预防性养护效益评价模型能够准确评价预防性养护的长期综合效益,发挥预防性养护优势的关键在于预防性养护时机的选择。 Preventive maintenance can prolong the service life of road surfaces and reduce capital investment.Cur-rently,the benefit evaluation focuses on road conditions and tends to be result oriented.Under the new situation of social development,it is worth studying how to comprehensively consider the social impact of construction site man-agement and traffic congestion on the basis of road conditions,so as to balance social factors and process orientation in the benefits evaluation process of preventive maintenance.The research period of existing preventive maintenance evaluation models is mostly preventive maintenance in the year,which only evaluate its short-term benefits but ignore long-term ones.Therefore,the value engineering theory and functional equilibrium model were applied.Com-bined with entropy weight method and analytic hierarchy process(AHP),a new and long-term evaluation system was established by comprehensively considering three factors of road condition level,traffic impact and on-site manage-ment.The functional equilibrium model was applied to analyze 9 road samples in Beijing,and the feasibility and effectiveness of the evaluation method were verified by the IFS-TOPSIS evaluation results.Research showed that the benefit evaluation model of urban road preventive maintenance based on value engineering and functional balance can accurately evaluate the long-term comprehensive benefits of preventive maintenance.The key to exert the advantages of preventive maintenance is the selection of opportunity.
