摘要
农村基层党组织的领导是实现乡村治理现代化的根本政治保证,从实现乡村治理现代化层面出发回答农村基层党组织何以领导乡村治理这一基础性问题具有重要意义。从理论逻辑来看,坚持马克思主义是必然要求,为农村基层党组织如何领导乡村治理提供了理论依据,全面科学地领导乡村治理。从现实逻辑来看,解决乡村治理存在的发展不平衡不充分问题是现实需要,需加快构建农村基层党组织领导下的“三治”融合乡村治理体系,探索实现农村基层党组织与现代化乡村治理体系相融合的新型领导方式。从价值逻辑来看,坚持人民立场的价值归宿,需着力构建共建共治共享治理新格局,通过不断回应人民利益诉求以实现对乡村治理的领导。基于此,需通过强化农村基层党组织政治建设与思想建设功能,围绕“三治”融合乡村治理体系构建以促进农村基层党组织的领导融入,围绕村级集体经济振兴增强农村基层党组织经济建设功能,从而在乡村治理中更好发挥农村基层党组织的作用。
The leadership of rural grass-roots Party organizations is the fundamental guarantee to realize the modernization of rural governance that leads to the importance answer the basic question of why and how to lead rural governance from this aspect.From the perspective of theoretical logic,this is the inevitable requirement of adhering to Marxism and provides a theoretical basis for how to lead rural governance.Therefore,we must always adhere to the comprehensive and scientific leadership of rural governance under the guidance of Marxism.From the perspective of practical logic,this is the practical need to solve the problem of unbalanced and insufficient development of rural governance.It is necessary to speed up the construction of the“three governance”integrated rural governance system under the leadership of rural grass-roots party organizations,and explore the integration of the leadership of rural grass-roots party organizations and modern rural governance system.From the perspective of value logic,this is the value destination of adhering to the people’s position.We need to focus on building a new pattern of co-construction,co-governance and sharing,and realize the leadership of rural governance by constantly responding to the people’s interest demands.Therefore,we need to strengthen the political and ideological construction function of rural grass-roots party organizations,integrate the rural governance system around the“three governance”,promote the leadership integration of rural grass-roots party organizations and enhance the economic construction function of rural grass-roots party organizations through the revitalization of village level collective economy,so as to give better play to the role of rural grass-roots party organizations in rural governance.
