摘要
地中海地区对欧盟周边的稳定与安全至关重要,是欧盟能源的重要来源地、规范与价值观输出的目的地。欧盟长期重视并不断深化与地中海地区的关系,但欧盟—地中海伙伴关系并未如欧盟料想的顺利。地中海南岸国家日渐与欧盟离心,双方在经济和政治上新老问题叠加,新产业革命、气候变化又给欧盟—地中海关系提出新挑战。在此背景下,欧盟于2021年出台《更新与南方邻国的伙伴关系——地中海新议程》报告,以数字转型和绿色转型为突破口,在新领域加强合作。但表面创新掩盖不了欧盟对地中海地区的深层无力,特别是欧盟忽视地中海南岸国家的实际需求,这加深了双方关系的不平等,导致双方关系的前景仍面临较大的不确定性。
The Mediterranean region is vital to the stability and security of the EU’s neighborhood.It is an important source of energy for the EU and a destination for the export of norms and values of the EU.The EU has long attached importance to and continuously deepened its relations with the Mediterranean region.Nonetheless,the EU-Mediterranean partnership has not been as smooth as the EU expected,with the countries on the southern coast of the Mediterranean being increasingly alienated from the EU,and the new and old problems in economy and politics reinforcing each other,while the new industrial revolution and climate change pose new challenges to the EU-Mediterranean relationship.In this context,the EU issued“Renewed Partnership with the Southern Neighbors:A New Agenda for the Mediterranean”in 2021,aiming to strengthen cooperation in new areas with digital transformation and green transformation as breakthrough points.However,superfi cial innovation cannot hide the EU’s deep weakness for the Mediterranean region,and the future of bilateral relations remains largely uncertain.First,the EU’s inability to address the issue of peace and stability in the Mediterranean fundamentally hinders its development.Second,the agenda focuses on the interests of the EU while ignoring the real needs of countries on the southern coast of the Mediterranean,thus deepening the inequality in the relationship between the two sides and leading to a situation in which the countries on the southern coast of the Mediterranean respond lukewarm to the new agenda.Finally,the EU’s capacity does not match its ambition.
