摘要
我国已进入中度老龄化社会,面临少子化、老龄化、未富先老等问题。国家应将积极应对老龄化上升作为国家战略,促进社会观念开始转变。老年人可以利用自身经验和资源参与社会活动,解决老龄化问题并弥补人才缺口。当前存在很多老年人力资源开发的方向,但缺乏具体可实施路径,因此提出通过政策转变就业观念、法律和经济手段鼓励企业接纳老年人就业、建立科学合理的老年人退休政策和老年人力资源开发服务平台等措施,同时对农村老年人进行培训,解决老年人就业问题。
China has entered a moderately aging society,facing the problems of fewer children,aging,and getting old before getting rich.The country will actively cope with the rise of aging as a national strategy,and social concepts have begun to change.The elderly can use their own experience and resources to participate in social activities,improve the aging problem and make up for the talent gap.At present,there are many directions for the development of human resources for the elderly,but there is a lack of specific implementation paths.Therefore,measures such as changing employment concepts through policies,encouraging enterprises to accept the employment of the elderly through legal and economic means,establishing scientific and reasonable retirement policies for the elderly and a service platform for the development of human resources for the elderly are proposed,and training and development are also conducted for the rural elderly,solve the problem of employment channels for the elderly.
