摘要
开放,是基于新发展理念的出版业高质量发展目标的动力机制和必然形态。出版业开放发展的具体内容和评价要素可以概括为“一体两翼”。“一体”是以制度型开放战略为基座,通过建章立制,实现市场体系的统一性建设和国际化接轨。“两翼”指分别以外向型开放和内需型开放为载体,一是面向国际传播强化内容、渠道、能力建设,挖掘对外开放深度,以有利的增效结果确保出版业深入国外市场;二是基于创新导向发力生态建设、比较优势、风险屏障,拓宽对内开放广度,以良好的溢出效应支持出版业繁荣国内市场。
Opening-up is the driving mechanism and inevitable form of the high-quality advancement goal of the publishing industry.The specific content and evaluation elements for the open development of the publishing industry can be summarized as "one body and two wings"."One body" is the institutional opening up,which achieves the unity construction and internationalization of the market system through institutional establishment."Two wings"respectively refer to export-oriented opening-up and domestic demand-oriented opening-up.The former refers to strengthening the content,channels and capacity for international communication,exploring the depth of opening up to ensure the publishing industry enters foreign markets with favorable efficiency results.The latter focuses on ecological construction,comparative advantages,and risk barriers based on the innovation-oriented to broaden the breadth of domestic opening up,form positive spill-over effects and support the prosperity of the domestic publishing market.
