摘要
结合数字技术强化生态环境保护是新时代推进农村生态环境治理现代化、建设生态宜居美丽乡村的必然进路。针对当下我国农村生态环境治理中存在的问题,基于整体性治理理论从理念导向、协作机制、技术手段三方面构建数字技术赋能农村生态环境治理的理论分析框架,系统阐释数字技术全面赋能农村生态环境治理的基本维度,并在此基础上探索数字技术赋能农村生态环境治理的实践路径。研究发现,为整体提升农村生态环境治理效果,应结合数字技术凝练与传播农村生态环境治理理念,为治理规划与行动提供清晰的方向指导;重构信息交流整合与监督方式,助力完善农村生态环境多元协作治理网络;更新升级环境治理技术与设备,夯实农村生态环境治理的必要硬件保障。
Combining digital technology to strengthen ecological environmental protection is the inevitable way to promote the modernization of rural ecological environmental governance and build ecologically pleasant and beautiful villages in the new era.In view of the current problems in rural ecological environmental governance in China,a theoretical analysis framework of digital technologyenabled rural ecological environmental governance is built from the three aspects:Conceptual orientation,collaboration mechanism and technical means,and the basic dimensions of digital technology-enabled rural ecological environmental governance are systematically explained,and the practical path of digital technology-enabled rural ecological environmental governance is explored on this basis.The study finds that in order to improve the overall effect of rural ecological environmental governance,digital technology should be combined with digital technology to condense and disseminate the concept of rural ecological environmental governance and provide clear directional guidance for governance planning and action;reconstructing the information exchange and integration and supervision methods to help improve the multiple collaborative governance network of rural ecological environment;and updating environmental governance technology and equipment to strengthen the necessary hardware guarantee for rural ecological environmental governance.
