摘要
党的二十大报告对“中国式现代化”和“推进国家安全体系和能力现代化”作出深刻阐述,后者是前者的应有之义,两者统合于“中国式国家安全现代化”这一原创性范畴。中国式国家安全现代化具有崭新的意蕴,集中体现在“中国样式”和三个“突出强调”,并通过国家安全思想、国家安全体系和能力现代化具体推进。其中,国家安全思想现代化以总体国家安全观创新发展为中心,通过总体国家安全观的理论化、思想化、实践化得以推动;国家安全体系现代化以健全完善国家安全治理体系为中心,主要表现在治理理念、战略、政策制度等方面;国家安全能力现代化以提升重大风险防范化解能力为中心,通过建立健全防范化解重大风险的相关管理、预警、协作等机制实现。
The report of the 20th National Congress of CPC has made an elaboration on “Chinese-style modernization” and “promoting the modernization of the national security system and capabilities”, with the latter being the rightful duty of the former, and the two being united in the original category of “Chinese-style national security modernization”. Chinese-style national security modernization has a brand-new connotation, which is reflected in the “Chinese-style” and the “three prominent emphases”, and is specifically promoted through the modernization of national security ideology, system and capabilities. Among them, the modernization of national security ideology is centered on the innovation and development of the holistic approach to national security, and is promoted through the theorization, ideology and practice of the holistic view of national security. The modernization of the national security system is centered on the improvement of the national security governance system, which is mainly manifested in the dimensions of the governance concept, strategy, policy and system. The modernization of the national security capacity is centered on the enhancement of the ability to prevent and resolve major risks, which is promoted through the establishment of a sound system to prevent and resolve major risks. The modernization of national security capacity relies on the establishment of sound mechanisms for management, early warning and collaboration in the prevention and resolution of major risks.
