摘要
内涵式高质量发展是推进教育现代化、建设教育强国的必由之路,其实现离不开充足有效的教育经费保障。在优先保障教育投入的基础上,进一步调整优化经费配置结构,已成为教育经费配置机制深化改革的必然方向和关键任务。回应于此,使用我国2010—2022年教育经费统计数据,基于政策要求、纵向追踪和横向比较分析了教育经费的总量规模和配置结构。结果显示,我国教育经费投入明显增长,基本达到法定要求,学前教育投入、“重物轻人”的使用结构以及城乡和省级差异得到改善,但非义务教育阶段经费来源结构仍然单一,职业教育投入显著不足,“中部塌陷”依然明显。因此,应健全完善教育经费持续稳定增长的长效机制和适时协调的内部调控机制,保障教育的高质量发展。
Connotative high-quality development is a must for modernizing education and building a leading country in education,which cannot be achieved without sufficient and effective educational funding.It is inevitable for the reform on the educational funding allocation mechanism to take the key task of giving top priority to guarantee educational investment,and then readjusting the funding structure.As a response,this article uses statistics of educational funding in China from 2010 to 2022,analyzes the total scale and allocation structure of educational funding based on policy requirement,vertical tracking,and horizontal comparison.The results show that the China′s educational funding has increased significantly to meet the statutory requirement.Improvements have been made in preschool education,the former structure of"giving weight to in-kind resources rather than people"and the gaps between urban and rural regions,as well as among different provinces.However,there is still a single-structured funding source for non-compulsory education,insufficient investment for vocational education,and"unbalanced investment across the country with insufficient investment for provinces in central China".Therefore,the article proposes to improve the long-term mechanism of the sustained and stable growth of educational funds and the timely coordinated internal control mechanism to guarantee the high-quality development of education.
