高校数据治理的新理路:基于集体行动的逻辑

摘要 高校数据治理体系存在诸多挑战,主要表现为数据碎片化和一体化的冲突、数据应用体验有感和无感的质疑、数据权限和共享的隐忧、技术可供与数据能用的局限。高校数据治理不仅需要技术和制度的支撑,更需要相关多元主体的一致认同和集体行动,包括高校领导、师生用户、职能部门、科技企业等。多元主体哲学理论在分析揭示集体信念与集体行动方面具有显著优势,可为高校数据治理持续有效实施提供全新思路。高校数据治理的集体行动逻辑就是要聚焦“共同目标”的价值取向,明晰多元主体的功能定位,激发“意愿之池”的协调联动,构建“共同承诺”的信任评价,实现数据驱动的高校治理体系新模式。 The data governance system in higher education institutions faces many challenges,primarily manifested as conflicts between data fragmentation and integration,questioning of the perceived and unperceived experience of data application,hidden concerns about data permissions and sharing,and limitations between technological availability and practical data use.Data governance in higher education institutions requires not only technical and institutional support but also the consensus and collective participation of multiple relevant stakeholders,including university leaders,faculty and student users,functional departments,and technology companies.The philosophical theory of Plural Subject has significant advantages in analyzing and revealing collective beliefs and actions,providing new ideas for the continuous and effective implementation of data governance in higher education institutions.The logic of collective action in data governance is to focus on the value orientation of"common goals",clarify the functional positioning of diverse subjects,stimulate the coordination of the"willingness pools",build the trust evaluation based on"common commitment",and realize a new model of data-driven governance system in higher education institutions.
