摘要
建设高水平对外开放的海南自由贸易港是国家在海南实施的重大战略选择,《海南自由贸易港建设总体方案》制度设计中着重强调人员自由便利进出这一政策,从对59国人员入境免签政策的实行现状入手,分别分析外国游客再入境、非59国游客入境要求、国内其他地区人员进入海南等问题,总结了海南目前人员进出便利化相关政策的利弊,并提出了政策的进一步完善建议。
Building a high-level and highly open Hainan Free Trade Port is a major strategic policy given to Hainan by the country.In the overall plan for the construction of Hainan Free Trade Port,the institutional design section emphasizes the policy of free and convenient entry and exit of personnel.This paper analyzed the current situation of visa-free entry policies for personnel from 59 countries,the requirements for foreign tourists to re-enter and non-59 country tourists to enter,and Chinese mainland personnel to enter Hainan.It summarized the advantages and disadvantages of the current policies related to facilitating personnel entry and exit in Hainan.And it put forward suggestions that are conducive to improving the policies.
