摘要
城市群作为创新要素集聚地,在全国生产力布局中发挥战略性支撑作用,县域是城市群协同创新的重要空间载体,在中国未来城市发展中拥有不可或缺的重要地位。采用DEA-BCC效率模型、核密度、空间探索性等研究方法,测算2018—2021年长三角、珠三角、中原、成渝以及长江中游城市群所辖县域科技创新效率,并采用障碍度模型识别影响五大城市群县域创新效率的主要因素。结果表明:五大城市群县域科技创新效率存在较大差距,其中,高新技术产业发展、创新平台建设、企业创新投入和科技人力资源禀赋等是阻碍县域科技创新效率提升的重要因素,进而提出城市群县域科技创新效率优化路径。
As the main gathering place of innovative factor resources,urban agglomeration plays an increasingly important role as a strategic support and growth pole in the national productivity layout and is an important direction for China's future urban and urbanization development.As important spatial carriers of collaborative innovation in urban agglomerations,counties play an indispensable role.However,at present,in the new round of science and technology and industrial reform,China's county-level innovation capability is generally weak,and if the science and technology resources are too concentrated in urban areas,the gap between urban and rural areas would be further enlarged,which will inevitably lead to a more serious regional imbalance.Therefore,in accordance with the policy orientation of the national innovation-driven development strategy,this paper focuses on counties to discuss the efficiency of science and technology innovation and regional coordinated development,in the hope of grasping the regional differences and causes of science and technology innovation efficiency.The endogenous growth potential of county science and technology innovation could not be fully released without the deep coordination of urban agglomerations.Therefore,in line with the development of science and technology innovation in counties nationwide since the 13th Five-Year Plan,this paper constructs an index system of science and technology innovation and development efficiency from the perspective of science and technology input and output,makes a comprehensive and systematic scientific evaluation of the current situation of science and technology innovation and development in counties nationwide.In this study,524 county-level subjects under the authority of the five major urban agglomerations are taken as the research object,and the scientific and technological innovation efficiency of the five key urban agglomerations is measured and compared with the data samples of the science and technology innovation of the 1863 counties across the country.Through the analysis of DEA model,nuclear density index,and spatial exploration,the development trends and differences of the five major urban agglomerations are deeply studied.The obstacle degree model is used to identify the factors affecting the innovation level of the five major urban agglomerations in the counties,and the optimization path of county-level science and technology innovation capability against the backdrop of urban agglomerations is explored.The results show that,in general,the development pattern of county-level science and technology efficiency in China is in line with the innovation policy environment,industrial collaborative development,innovation platform carrier construction and other innovation factors of urban agglomerations.However,five important innovation agglomerations,namely the Yangtze River Delta urban agglomeration,the Pearl River Delta urban agglomeration,the middle reaches of the Yangtze River urban agglomeration,the Chengdu-Chongqing urban agglomeration,and the Central Plains urban agglomeration,are in different stages of economic and social development with various geographical and spatial distributions,and the allocation of scientific and technological resources is unbalanced,showing synergistic differences in different regions.The unbalanced development of high-tech industry,innovation platform carriers,enterprise innovation input and science and technology human resources are the important factors that hinder the improvement of county-level science and technology innovation ability of urban agglomerations.By employing regional innovation system theory,spatial exploratory analysis,and obstacle factor model,this paper takes 524 county-level units of the five major urban agglomerations as research samples,which enriches the research on regional innovation and development in specific fields;and it puts forward targeted countermeasures and suggestions for the problems of counties in different urban agglomerations:for the government,it is expected to strengthen policy support for urban agglomerations and counties,and promote coordinated regional development in an integrated manner;as for the counties,it is pivotal to construct differentiated institutional mechanisms according to their own characteristics so that they could be able to support the population transfer,high-quality innovation and real economy development of urban agglomerations,metropolitan areas and even mega-cities at different levels.In short,this paper provides theoretical support and practical implications for effectively promoting the formation of a new pattern of balanced,coordinated,and high-quality development in counties across China.
