职业教育服务新生代返乡农民工技能培训的路径思考

摘要 新生代返乡农民工能否稳定就业,关系到乡村能否得到真正的振兴,也关系到人民群众对美好生活的向往能否得到真正实现。新生代返乡农民工职业技能培训存在如下问题:政策“选择性执行”与“象征性执行”导致职业教育服务效果不佳,信息渠道不畅通、反馈机制不健全导致职业教育服务质量难以持续改进,政府引导与企业参与不足导致职业教育服务难以形成协同效应,培训对象自主意识与学习投入不足导致职业教育服务的成果转化率不高等。基于此,增强新生代返乡农民工的职业技能培训,需要构建和健全“政府主导、院校主体”的多元主体协同参与机制,确保形成政策合力;构建和健全信息共享与质量控制机制,确保职业技能培训的顺利推进;构建和健全过程监控与效果反馈机制,确保形成质量保障;构建和健全质量评估与资质认证机制,确保职业技能培训的公信力。 The new generation of migrant workers'stable employment is related to whether rural areas can truly be revitalized,as well as whether it can truly meet the people's aspirations for a better life.There are problems with vocational skills training for the new generation of migrant workers returning to their hometowns:The"selective implementation"and"symbolic implementation"of policies lead to poor effectiveness of vocational education services,the lack of sound information channels and feedback mechanisms makes it difficult to continuously improve the quality of vocational education services,the insufficient government guidance and enterprise participation make it difficult to form a synergistic effect in vocational education services,and the insufficient independent awareness and learning investment result in a low conversion rate of vocational education services.Based on this,enhancing the vocational skills of the new generation of migrant workers returning to their hometowns requires constructing and improving a multiparty collaborative participation mechanism led by the government and universities to ensure the formation of policy synergy,establishing and improving the mechanism for"information sharing"and"quality control"to ensure the smooth progress of vocational skills training,establishing and improving process monitoring and effect feedback mechanisms to ensure quality assurance,and establishing and improving the quality assessment and qualification certification mechanisms to ensure the credibility of vocational skills training.
