摘要
实现全民健康覆盖是2015年联合国可持续发展峰会上通过的《改变我们的世界:2030年可持续发展议程》中设定的具体目标之一。在该目标框架内,各国加速发展医疗健康产业,推进实现全民健康覆盖的进程。医疗健康产业是国民经济的组件之一,保障人民健康和生命安全、加强在医疗健康产业领域的国际合作是健康中国建设的重要组成部分。2020年新冠疫情暴发以来,中俄医疗健康产业合作呈现良好的发展趋势,在医药制药、医疗器械出口、医疗技术合作等方面表现出强劲的合作势头,推动两国生物经济与医疗健康产业稳步发展。但该领域合作也面临风险和挑战,中俄应通过加强市场投入,开展远程医疗服务,推动医疗人才联合培养等途径突破合作困境,更好地推动医疗健康产业真正便利为民,服务于民,惠及民生。
Solidifying international cooperation is an essential part of building a Healthy China,China-Russia healthcare cooperation exhibits a favorable trend of development since the outbreak of the COVID-19 pandemic.Strong momentum for cooperation in pharmaceuticals,export of medical devices,and medical technology is conducive to the steady development of both countries bioeconomy and healthcare industry;however,their cooperation is still facing risks and challenges.It is advisable for both China and Russia to get out of the predicament by increasing market input,extending distance medical services,and jointly cultivating medical professionals.
