摘要
随着海上油气资源开发规模的扩大,油田管理工作也愈发重要。受制于地理位置、平台面积和海文气候的条件,海上油田基层管理面临着更大的挑战。海上油田设备往往长期服役,逐渐老化而难以更换,存在着管理问题中的“破窗效应”。针对管理难点,渤海某油田管理人员创新性地提出“三原三现”理念,并在一线开展基于“三原三现”理念应对现场“破窗效应”的管理提升活动,在设备设施、生产运营、人员教育、安全规范4个方面发力,夯实了油田一线安全生产生产管理的水平,有效改进了作业公司安全文化建设的效果。渤海某油田的管理提升活动为其余油田公司提高管理能力,减低管理成本,提供了有力的参考手段,具有较高的借鉴价值。
With the expansion of offshore oil and gas resources development,oil field management is becoming more and more important.Subject to the geographical location,platform area and Haven climate conditions,offshore field management is facing greater challenges.Offshore oil field equipment is often in service for a long time,gradually aging and difficult to replace,there is a “broken window effect ”in management problems.In view of management difficulties,the management personnel of Caofeidian Oilfield innovatively put forward the concept of “three original and three present”,and carried out management improvement activities based on the concept of “three original and three present ”to cope with the “broken window effect ”in the field,and made efforts in four aspects of equipment and facilities,production and operation,personnel education and safety norms,thus consolidating the level of safety production management in the field.It has effectively improved the effect of safety culture construction in the operating company.The management promotion activities of Caofeidian oilfield provide a powerful reference means for other oil field companies to improve management ability and reduce management costs,and have good reference value.
