摘要
日本“新资本主义”构想中的人力投资政策超越了以往劳动力市场改革范畴,强调把人力投资作为实现经济增长与分配良性循环的重要手段。岸田内阁颁布并实行支持劳动者个人职业追求、推进结构性加薪、促进劳动力流动以及改革分配制度等政策措施,对内改革劳动力市场,支撑日本新经济发展,对外应对数字化和绿色转型挑战,提高国际人才竞争力,同时抑制国内贫富分化,重塑中产阶层。然而,由于日本企业治理机制改革缺乏共识,财政负担限制了政策资金支持,人口老龄化负担沉重,再加上日本传统企业集团文化及诸多社会惯行因素掣肘,其政策推行可能会遭遇执行力不足的现实挑战。
The human capital investment policy in Japan's"New Capitalism"conception transcends the scope of previous labor market reform,emphasizing human capital investment as an important means to achieve a virtuous cycle of economic growth and distribution.Kishida Cabinet promulgated and implemented policies and measures such as supporting workers'personal career pursuit,promoting structural salary increase,promoting labor mobility,and reforming the distribution system.All of the above are in order to reform the labor market internally,support Japan's new economy,respond to the challenges of digitalization and green transformation externally,improve the competitiveness of international talents,and at the same time curb the polarization between the rich and the poor and reshape the middle class.However,due to the lack of consensus on the reform of corporate governance mechanism in Japan,the limitation of financial burden on the policy funds support,and the heavy burden of aging population,and the contraints from corporate culture and social habitual factors,Japan may encounter the realistic challenge of insufficient implementation.
