“双碳”目标下新能源高质量发展路径研究 被引量:2

摘要 新能源高质量发展是我国实现“双碳”目标、推进能源革命、构建现代能源产业体系的必由之路,其内涵就是要立足能源安全与“双碳”目标,通过体制机制与技术创新,突破能源“不可能三角”。我国新能源产业经过多年积累发展,新能源装机容量、发电量全球领先,并建立了系统完善的产业链,但未来高质量发展仍面临多方面挑战。通过SWOT分析,我国新能源发展的“优势”主要集中在规模上,而“劣势”主要表现为供应稳定性不足、配套软硬件不完善,“机会”主要来自“双碳”目标下多方因素共同推动新能源发展,“威胁”则主要来自规模日益增长下的自我协调能力不足。我国新能源产业高质量发展应双管齐下,坚持供给侧改革与需求侧响应并进的发展道路。推进风光水火储协同发展,提高负荷侧分布式新能源项目及产业运行质量,在提升负荷侧电力用户需求响应能力的同时,进一步提升发电侧的余电消纳水平。同时要做好顶层设计与动态调整,优化新能源产业布局,持续优化分时电价政策,加大智能化技术研发与应用力度,建设全国统一电力大市场,进一步改革电价形成机制。 The high-quality development of new energy is the only way for China to achieve the"double carbon"goal,promote the energy revolution and build a modern energy industry system.Its connotation is to resolve the"impossible energy trinity"through institutional mechanisms and technological innovation based on energy security and"double carbon"goal.After years of accumulation and development,China's new energy industry has led the world in new energy installed capacity and power generation and established a systematic and complete industrial chain,but its future high-quality development still faces many challenges.The SWOT analysis shows that the"advantages"of China's new energy development are mainly concentrated on the scale while the"disadvantages"are mainly manifested as the lack of supply stability and the imperfect supporting hardware and software,the"opportunities"mainly come from the multiple factors that jointly promote the development of new energy under the"dual carbon"goal,and the"threats"mainly come from the lack of self-coordination ability under the growing scale.To achieve the high-quality development of new energy industry,China should take a two-pronged approach,adhere to the development path that emphasizes both supply-side reform and demand-side response,promote the wind-solar-hydro-thermal-storage coordinated development,improve the operation quality of load-side distributed new energy projects and industry,and further improve the consumption of surplus electricity on the generation side while improving the demand response ability of power users on the load side.At the same time,it is necessary to carry out top-level design and dynamic adjustment,opti mize the layout of the new energy industry,continue to optimize the time-of-use(TOU)policy,increase the research and development and application of intelligent technologies,build a unified national power market,and further reform the formation mechanism of electricity price.
