摘要
能源开发生产属于技术和资金密集性的行业。矿权的交叉重叠、信息的不对称,资源方与生产开采方的不一致,导致能源的开发和生产因单方主体利益最大化存在多方竞争与博弈。随着全球能源行业面临转型,共建共享模式应运而生,成为推动企业可持续发展的有效途径。为了给其他地区和企业提供借鉴和启示,探讨了中石油、中石化等典型地区能源公司与资源开发地方政府及相关企业的实践经验,展示了共建共享其增强能效、优化资源配置和促进经济发展的成就。研究结果表明:①建立健全高效沟通协调机制是实现各方利益主体“共赢”的重中之重;②强化地方政府与资源开发企业的合资合作是地方与企业实现“双赢”的关键所在;③加大政策支持力度是油气资源开发的基础性保障;④科技创新和制度创新是实现油气资源开发高质量建设和发展的“双轮驱动”。结论认为:①共建共享模式因其能够促进能源企业间合作、提升资源利用效率、分散风险并创造互惠互利的局面,成为当今能源行业的一大趋势;②共建共享不仅提升了参与企业的竞争力,也为国家能源安全和可持续发展贡献力量。
Energy development and production are considered as a technological and capital-intensive field.The cross overlap of mining rights,information asymmetry,and inconsistency among resource owners as well as production and exploi-tation parties may lead to multi-side competition and gaining in this development and production due to the maximization of unilateral interests.Along with some transformation in global energy industry,the co-construction and sharing mode has turned into an effective way which may promote enterprises in sustainable development.So,some experiences from regional companies in both PetroChina and Sinopec,local governments and related enterprises were discussed.Moreover,achieve-ments of co-construction and sharing were revealed in terms of enhancing energy efficiency,optimizing resource allocation and promoting economic development.Results show that:(i)establishing sound and efficient communication and coordina-tion mechanisms is of utmost importance in achieving mutual benefits for all stakeholders;(ii)strengthening joint invest-ment and cooperation between local governments and resource development enterprises is also the key for interest attain-ment between local governments and enterprises;(iii)ascending policy support is the fundamental guarantee for oil and gas development;and(iv)technological and institutional innovations are the dual forces to drive the high-quality development of oil and gas resource exploitation.It is concluded that the co-construction and sharing mode may boost cooperation among energy enterprises,improve resource utilization,spread risks,and create mutual benefits.And it has proven to be a major trend in energy industry.The co-construction and sharing enhance competitiveness among participating enterprises,contribute to national energy security and sustainable development,and provide valuable reference and inspirations for oth-er regions and enterprises.
