摘要
在明晰数字产业技术进步水平特征的基础上,构建包含数字产业技术创新、数字产业技术传播、数字产业技术转让3个维度在内的数字产业技术进步水平评价指标体系。进一步利用熵权与变异系数综合赋权法、Dagum基尼系数、空间收敛模型测度2012-2021年中国内地31个省份数字产业技术进步水平。结果表明:中国数字产业技术进步水平呈逐年递升态势,但整体水平偏低;八大综合经济区的数字产业技术进步水平存在显著差异。区域差异分析结果表明,在样本期内全国数字产业技术进步水平差异呈现波动下降趋势,且差异主要源于区域间差异;收敛性分析结果表明,全国及八大综合经济区数字产业技术进步水平均存在绝对β收敛和条件β收敛特征。基于此,提出加强关键核心数字技术攻关、积极弥合数字鸿沟、持续推动数字产业化发展的建议。
The digital industry is the foundation and power source of the development of the digital economy,and its development depends on digital technology and data elements to a certain extent.In order to continue to play the leading role of the digital industry in the national economy,it is imperative to promote the technological progress of the digital industry.The existing research is difficult to fully reflect the overall picture of the technological progress of the digital industry and cannot fully show the spatial and temporal evolution characteristics of the technological progress of the digital industry in the eight comprehensive economic zones.Since the advantages of regional resource endowments are different across China,this paper focuses on the region and aims to promote the technological progress of the digital industry from the perspective of the eight comprehensive economic zones,which shall provide reference for the development of digital industrialization and the promotion of digital industry technology progress.According to policy orientation,theoretical basis and practical situation,this study constructs an index evaluation system of China's digital industry technology progress level from three dimensions:digital industry technology innovation,digital industry technology communication and digital industry technology transfer.On this basis,the technological progress level of the digital industry in 31 provinces in China from 2012 to 2021 is further measured.The measurement results of the technological progress of digital industry show that the level of technological progress of the digital industry in China's eight comprehensive economic zones has increased to varying degrees,and the overall trend is gradually rising.From the provincial level,the average level of technological progress in the digital industry of each province during the sample period is between 0.258 and 0.318,indicating that the overall level of technological progress has been low and there is still room for further improvement.Further,the natural discontinuity classification method is used to divide the 31 provinces into five echelons.It is found that the technological progress level of digital industry in most provinces is at the middle-low,middle,and middle-high levels,and is mainly distributed in the northwest comprehensive economic zone,the southwest comprehensive economic zone,and the middle reaches of the Yellow River comprehensive economic zone.This means that there are obvious regional differences in the technological progress of the digital industry in various provinces.From the perspective of regional differences,the gap in the level of technological progress of China's digital industry has gradually narrowed during the sample period.The differences in the level of technological progress of digital industry in the northern coastal comprehensive economic zone are the largest,while the differences in the level of technological progress of digital industry between the eastern coastal comprehensive economic zone and the middle reaches of the Yellow River comprehensive economic zone are the largest.Meanwhile,regional differences are the main source of differences in the level of technological progress of China's digital industry.It can be seen that narrowing regional differences is the key to promoting the technological progress of China's digital industry.From the perspective of spatial convergence,the technological progress level of digital industry in various regions can influence each other in space,and the spatial correlation of the technological progress level of digital industry shows a fluctuating upward trend during the sample period.Further research shows that the technological progress level of China's digital industry has the characteristics of absoluteβ-convergence and conditionalβ-convergence,and from the perspective of convergence speed,the regional conditionalβ-convergence speed is faster.In summary,the paper proposes to strengthen key digital technology research,actively bridge the digital gaps,and keep promoting the development of digital industrialization.While all localities should also give full play to their local advantages,improve the level of technological development according to local conditions,narrow regional differences,and jointly promote the technological progress of China's digital industry.
