摘要
中试平台在科技成果转化领域承担着重要作用。但是,在中试平台的建设和运营过程中,出现了许多亟待解决的现实问题,例如缺乏可推广复制的标准模式、多方参与的合作共赢模式、完善的服务能力、足够的资金支持和相应的人才支撑等。通过整理并总结深圳清华大学研究院小分子化学药物CRO中试平台的典型案例,发现“政府主导、与新型研发机构合作共建”的新型中试平台合作模式,并根据其建设策略为中试平台建设提出建议:①政府应通过软课题、政策支持等方式,鼓励学者加强对已有案例的总结与推广,鼓励中试平台探索新模式;②积极探索能够促进政府、高校、科研院所、企业的多方参与的共建模式,推动中试平台合作共赢;③中试平台应加强对外服务和对内管理两方面能力;④政府应加强对中试平台的扶持;⑤中试平台可通过与高校建立长期稳定的合作关系等方式吸引并留住优秀人才。
Pilot platforms play a crucial role in transforming scientific and technological achievements.There have,however,been many practical difficulties encountered during the construction and operation of the pilot platform,which need to be addressed urgently.These problems include the lack of a scalable and replicable standard model,of multiparty participation in a win-win cooperation model,of perfect service capacity,of adequate financial support,of corresponding talent support and so on.To address these difficulties,an overview of the typical case of small molecule chemical drug CRO pilot platform of the Research Institute of Tsinghua University in Shenzhen is presented,and the new pilot platform cooperation model of“government-led and cooperation with new research and development institutions”is summarized.Consequently,relevant suggestions for the construction strategy of the pilot platform have been provided:①The government should encourage scholars to enhance the summarization and promotion of existing cases through soft topics and policy support,as well as encourage pilot platforms to explore new ways of investigating cases.②It is recommended to actively explore and promote multi-party participation by the government,universities,research institutes and enterprises,and to promote the development of pilot platforms in the direction of win-win cooperation.③The pilot platform should strengthen the capacity of both external service and internal management.④The government should strengthen its support for the pilot platform.⑤The pilot platform should take actions like establish a long-term and stable cooperative relationship with the universities in order to attract and retain the excellent talents.
