摘要
作为一种社会经济关系,市场经济的制度属性有一般和特殊之分。就特殊属性而言,我国高水平社会主义市场经济体制不仅具备明确的社会主义生产关系属性,还展现出鲜明的社会主义上层建筑属性。高水平社会主义市场经济体制在更高起点和更高层次上具有公有制为主体、追求共同富裕的社会主义生产关系属性,以及包括社会主义民主法治属性和社会主义意识形态属性在内的社会主义上层建筑属性。社会主义生产关系属性和社会主义上层建筑属性又可总称为社会主义的社会形态属性。高水平社会主义市场经济体制的一般属性和特殊属性的辩证统一并非自发完成,而是需要党的集中统一领导作为根本前提,处理好政府和市场关系作为核心要求,并以完善国家经济治理体系为重要抓手。
As a socioeconomic relationship,a market economy has both general and special institutional attributes.China's high-level socialist market economy not only has clear attributes of the socialist relations of production but also exhibits distinct attributes of socialist superstructure.Specifically,the attributes of the socialist relations of production are public ownership as the mainstay and the pursuit of common prosperity,and the attributes of socialist superstructure involve socialist democracy,rule of law,and ideology.These attributes can be collectively referred to as the social formation attributes of socialism.The dialectical unity of the general and special attributes of a high-level socialist market economy cannot be achieved spontaneously,but requires the leadership of the Party and the appropriate handling of the relationship between the government and the market.Improving the national economic governance system can be taken as a doorknob.
