摘要
科技领军企业是国家战略科技力量的重要组成部分。北京是中国科技创新的主要阵地,科技领军企业数量不断增长、行业覆盖广泛、创新能力不断增强、管理体系不断完善,但同时也面临科技领军企业多而不优、重点领域布局仍需优化、创新链话语权偏弱、参与国家技术创新决策的渠道不畅、技术创新缺乏原创颠覆性、国际影响力不足、高端科技人才竞争激烈的挑战。针对这些问题和挑战,从体系化系统性培育布局科技领军企业、畅通科技领军企业参与重大创新决策和国家科技项目的渠道、加强以企业为主导的产学研深度触合新范式、优化高端科技人才工作环境4个方面提出对策建议。
Technology leading enterprise is an important component of the national strategic scientific and technological strength.Beijing is the main battlefield of China’s technological innovation.But it is faced some problems,such as Beijing’s technology leading enterprises is constantly increasing,the industry coverage is wide,the innovation ability is constantly enhancing,and the management system is constantly improving.At the same time,Beijing is facing challenges such as a large number of technology leading enterprises that are not optimal,the layout of key areas still needs to be optimized,weak discourse power in the innovation chain,poor channels for participating in national technology innovation decision-making,lack of original and disruptive technological innovation,and insufficient international influence,and intense competition for senior technological talents.In response to these issues and challenges,countermeasures and suggestions were proposed from four aspects:cultivating the layout of science and technology leading enterprises systematically,conducting smooth channels for science and technology leading enterprises to participate in major innovation decisions and national science and technology projects,strengthening the deep integration of industry,academia,and research with the new paradigm led by enterprises,and optimizing the working environment for senior technological talents.
