竞争压力与新兴大国的国际公共产品供给策略

摘要 国际公共产品供给是彰显大国气派、增加国际认同的重要方式,也是国际领导力的基本来源。长期以来,古典经济学基于效率成本区分“私有产品”与“公共产品”,关注消费端的“非竞争性-非排他性”,却忽视供给端的“合法性-竞争性”特点。20世纪70年代兴起的霸权稳定论依赖西方实践经验,忽视了新兴大国的能动性。在全球治理扁平化与国际规范非暴力化时代,国际公共产品供给已经成为新兴大国积累合法性权威的重要手段。自2008年全球金融危机以来,中国、俄罗斯与印度等“金砖大国”立足自身比较优势,提供了诸多与西方国家不同的国际公共产品。基于功能异质和拥挤程度两大维度,新兴大国可以因时制宜地选择升级扩容、替代创新、叠加嵌入与协作共建的多元供给路径。新兴大国的全球治理能动优势,将为建构开放包容的全球治理体系带来机遇。 The provision of international public goods is an important way for a great power to demonstrate its style and enhance international recognition.For a long time,classical economics has been focusing on the“non-competitiveness and non-exclusiveness”of the consumption side but neglecting the“legitimacy and competitiveness”of the supply side.Since the 1970s,the hegemonic stability theory has relied principally on Western practice and ignored the dynamism of emerging powers.In today's era of flattened global governance and nonviolent international norms,the supply of international public goods has become an important means for emerging powers to accumulate legitimacy and authority.Since the global financial crisis in 2008,the BRICS countries including China,Russia and India have supplied a great deal of international public goods that are different from those of Western countries.Based on the two dimensions of functional heterogeneity and degree of congestion,the emerging powers can choose diversified supply paths in a timely and appropriate manner.The dynamic advantages of the emerging powers in global governance will bring opportunities for the construction of an open and inclusive global governance system.
