摘要
在中国式现代化进程中,各民族互嵌式发展是民族互嵌概念在发展维度上的深化。各民族互嵌式发展是指各民族依赖于一定的空间、资源、理念、环境、发展等要素,通过双向流动的联通渠道而相互嵌入,并在物质与精神相互协调的发展演进中最终实现共同富裕的过程。“空间-资源-理念-环境-发展”构成了五位一体的各民族互嵌式发展结构要素解释框架。基于这一解释框架,当前各民族互嵌式发展面临着一些现实问题。这包括民族人口流动单向性特征仍较为明显、各民族共享资源配置效度还不够高、对互嵌式发展理念认知不足、各民族互嵌式氛围环境存在干扰因素、各民族共同富裕的互嵌性基础仍不充分等。对此,要围绕搭建互嵌式空间场域、供给互嵌式公共资源、形塑互嵌式现代理念、维护互嵌式氛围环境、实现互嵌式繁荣发展这五类结构要素发力。通过在市场驱动与有序引导中优化民族双向流动格局,为各民族提供公平性、优质性、共享性公共服务,在包容互助中凝聚对中华民族共同体的强烈认同,以安全稳定建设和营商环境建设强化内外部保障,以互补协作和共同团结奋斗实现各民族共同富裕,从而推进各民族互嵌式发展。
In the process of Chinese path to modernization,inter-embedded development of ethnic groups results from deepening the concept of ethnic inter-embedding in the dimension of development.Inter-embedded development of ethnic groups refers to the process in which various ethnic groups relying on certain space,resource,concept,environment,development and other elements are integrated with each other through two-way connecting channels,and ultimately realize the common prosperity for all in the coordination of material and spiritual development.The combination of"Space-resource-concept-environment-development"constitutes the five-sphere framework to interpret the structural elements of ethnically inter-embedded development.Based on this interpretation framework,current inter-embedded development of ethnic groups still faces some practical problems,including obvious one-way flow of ethnic population,low efficiency of shared resource allocation among ethnic groups,lack of understanding of the philosophy of inter-embedded development,interference factors in the environment of ethnically inter-embedded development,weak foundation of inter-embedding for the common prosperity of all ethnic groups,etc.In this regard,we should focus on the five structural elements of building interembedded space field,providing inter-embedded public resources,forming inter-embedded modern concept,maintaining inter-embedded environment,and realizing inter-embedded prosperity and development.The pattern of two-way ethnic flow should be optimized through market drive and orderly guidance to provide fair,high-quality and shared public services for all ethnic groups,achieve a strong recognition of the Chinese nation as one community in inclusiveness and mutual assistance,strengthen external and internal guarantees through improving security,stability and business environment,and achieve common prosperity for all ethnic groups through complementary cooperation and joint solidarity,so as to effectively promote the inter-embedded development of all ethnic groups.
