摘要
中国经济社会发展较大的差异性,决定了政府主导的项目建设和运行预期效应的达成,受特定经济社会群体对清洁取暖采纳意愿的约束。临夏回族自治州是典型的经济欠发达地区,通过对该地清洁取暖问卷调查,获得农户用能行为、需求和支付意愿数据,运用AHP法分析清洁取暖实施的影响因素。对农户冬季取暖的需求和价格弹性研究结果显示,过高的清洁取暖补贴资金投入对这一类型地方财政压力较大,群众淡薄的环保意识和较低的经济支付能力,影响到对清洁取暖改造的支持。因此,不断完善政府补贴机制,加强宣传提高居民环保改造的主动性,因地制宜选择适宜的技术,进而提高清洁取暖推进效率。对探索清洁取暖研究,实现经济欠发达地区清洁取暖的落地提供参考,为改善环境质量提供助力。
The large differences in China′s economic and social development determine the achievement of the expected effects of government-led project construction and operation,and are constrained by the willingness of specific economic and social groups to adopt clean heating.Linxia Hui Autonomous Prefecture is a typical ethnic un-derdeveloped area.Through a questionnaire survey on clean heating in the area,data on energy consumption behav-ior,demand,and willingness to pay of farmers were obtained.The AHP method was used to analyze the influencing factors of clean heating implementation.The research results on the demand and price elasticity of winter heating of farmers′winter heating show that excessive investment in clean heating subsidies puts greater financial pressure on this type of local government.The weak environmental awareness and low economic payment ability of the masses affect the support for clean heating transformation.Therefore,it is necessary to continuously improve the govern-ment subsidy mechanism,strengthen the publicity and improve the initiative of residents in environmental protec-tion transformation,,and choose appropriate technologies according to local conditions,so as to improve the promo-tion efficiency of clean heating.It provides a reference for exploring clean heating research and realizing clean heat-ing in economically underdeveloped areas,and provides help for improving environmental quality.
