摘要
[目的/意义]“情指行”一体化运行机制是当前公安工作现代化建设的热词,情报工作是“情指行”一体化运行机制有效运行的基础,进一步优化情报工作是深化“情指行”一体化改革和顺应时代发展变化的必要举措,是加快形成和提升新质公安战斗力的有效途径。[方法/过程]在梳理近年各地公安“情指行”一体化改革实践经验的基础之上,总结当前一体化运行机制中情报工作的职能定位和运行困境,并就如何优化情报工作提出思考。[结果/结论]目前“情指行”一体化运行机制中情报工作职能主要涉及四个方面,但受到流程不畅、平台不佳、资源鸿沟、隐私风险和队伍建设等问题的制约,因此进一步提出加强统筹规划、完善平台建设、推进资源耦合、强化数智赋能、聚焦能力建设、坚持法治导向等优化路径。
[Purpose/significance]The integrated operation mechanism of“Intelligence,Command and Action”is a hot topic in the current modernization construction of public security work.Intelligence work is the basis for the effective operation of the integrated operation mechanism of“Intelligence,Command and Action”.Further optimizing intelligence work is a necessary measure to deepen the integrated reform of“Intelligence,Command and Action”and adapt to the development and changes of the times.It is also an effective way to accelerate the formation and enhancement of new quality public security combat effectiveness.[Method/process]On the basis of summarizing the practical experience of the integrated reform of“Intelligence,Command and Action”in various regions of public security in recent years,this paper summarizes the functional positioning and operational dilemma of intelligence work in the current integrated operation mechanism,and puts forward some thoughts on how to optimize the intelligence work.[Result/conclusion]Currently,the intelligence work function in the integrated operation mechanism of“Intelligence,Command and Action”mainly involves four aspects,but it is constrained by problems such as poor processes,poor platforms,resource gaps,privacy risks and team building.Therefore,this paper further proposes optimization paths such as strengthening overall planning,improving platform construction,promoting resource coupling,strengthening digital empowerment,focusing on capacity building and adhering to the rule of law.
