摘要
随着数字技术发展及衍生应用场景多元化与全球化,国家间数字技术竞争日益加剧。拜登政府正联合盟友构建数字技术联盟,实现“集体技术优势”、维护美国技术霸权。具体路径为:构建数字技术联盟、构建数字技术盟伴关系、联合欧盟进行机制化的数字技术合作。打压中国数字技术发展、加强美国数字技术主导优势、实现联盟凝聚力转换是构建数字技术联盟的三大动因。由于美国在数字技术领域的相对劣势,这一庞大的数字技术联盟体系面临盟友间集体协同差异、数字技术不确定性和盟友强调技术自主等三重困境。这些困境使数字技术联盟在泛安全化和网状化的基础上,逐渐走向对单一国家的遏制和阵营对抗,从而阻碍数字技术创新和全球治理进程。
With the development of digital technology and the diversification and globalization of the derived application scenarios,the competition of digital technology among countries is increasingly intensified.The Biden administration is working with allies to build a digital technology alliance to achieve“collective technological superiority”and safeguard U.S.technological hegemony.The specific construction paths are:construction of digital technology alliance relationship,construction of digital technology alliance and partner relationship,and joint EU institutionalized digital technology cooperation.Suppressing the development of China's digital technology,strengthening the dominant advantage of U.S.digital technology,and realizing the transformation of alliance cohesion are the three major motivations for the construction of digital technology alliance.Due to the relative disadvantage of the United States in the field of digital technology,this vast digital technology alliance system faces the triple dilemma of collective coordination among allies,digital technology uncertainty and allies'emphasis on technological independence.These difficulties have led the digital technology alliance gradually move towards the containment of a single country and camp confrontation on the basis of pansecuritization and reticulation,thus hindering the process of digital technology innovation and global governance.
