“三道防线”建设赋能城市洪水预报:内在机理和技术路径 被引量:2

“Three lines of defense”empowers urban flood forecasting:mechanisms and approaches

摘要 受全球气候变化影响,极端降雨事件增加,国内城市洪水灾害频发。“三道防线”是以流域为单元,由气象卫星和测雨雷达、雨量站、水文站组成的雨水情监测预报体系,对构建“预报+监测”相结合的早期预警管理模式,提高城市洪水预报能力有重要意义。应推进“天空地”一体化监测,加快构建雨水情监测预报“三道防线”,进一步延长雨水情预见期、提高精准度。文章从对“三道防线”的理解和认识出发,针对“三道防线”建设赋能城市洪水预报的机理和路径提出了初步思考。 Influenced by global climate change,extreme rainfall events and urban floods have occurred more frequently over the decades.The“three lines of defense”is a basin-based rainfall-flood regime monitoring and forecasting system,consisting of meteorological satellites,rain radars,rain gauges,and hydrological stations.The system is of great significance to the construction of early warning management combining forecasting and monitoring and enhancing the ability of urban flood forecasting.It is necessary to promote“space-air-ground”integrated monitoring,accelerate the construction of the“three lines of defense”of rainfall-flood regime monitoring and forecasting,further extend the forecast period and improve the forecast accuracy of rainfall-flood regime.Based on the understanding of the“three lines of defense”,this article proposes preliminary thoughts on the mechanisms and approaches of“three lines of defense”empowering urban flood forecasting.
