摘要
数据要素作为数字经济时代的关键生产要素,是推动产业结构转型升级、实现经济高质量发展的新动能。本文利用国家大数据综合试验区这一准自然实验,使用2004—2019年243个地级市平衡面板数据,采用多时点双重差分模型考察了数据要素发展对产业结构转型升级的影响。研究发现:数据要素发展促进了产业结构的转型升级。数据要素通过驱动创新和促进社会分工深化,推动产业结构转型升级。数据要素的产业结构优化效应在城市行政等级较高、人力资本水平较低、中西部地区的城市更为显著,数据要素发展不存在“马太效应”,有助于实现跨越式发展,缩小区域差距。因此,应积极推动大数据综合试验区扩容,健全数据要素发展的硬件设施和软件支撑,充分释放数据要素价值,推动经济转型升级。
As a key production factor in the era of digital economy,data is a new driving force to promote the transformation and upgrading of industrial structure and realize high-quality economic development.The article examines the impact of data factor development on the transformation and upgrading of industrial structure using a quasi-natural experiment,the Big Data Comprehensive Pilot Area,using balanced panel data for 243 prefecture-level cities from 2004-2019 with a multi-point difference-in-difference model.The study finds that:data factor development promotes the transformation and upgrading of industrial structure,and the conclusions are robust.Data factor development promotes the transformation and upgrading of industrial structure by driving innovation and promoting the deepening of social division of labor.The industrial structure optimization effect of data factors is more significant in cities with higher administrative levels,lower levels of human capital,and cities in the central and western regions,and there is no“Matthew effect”in data factor development,which helps to achieve leapfrog development and reduce regional disparities.The policy implication of the article is to actively promote the expansion of the Big Data Comprehensive Pilot Area,improve the hardware facilities and software support for the development of data elements,fully release the value of data elements,and promote economic transformation and upgrading.
