摘要
全球气候变化背景下我国灾害风险防治形势趋于严峻,现状由于缺乏技术体系和治理途径,国土空间综合防灾工作面临艰巨挑战。为综合应对灾害风险的动态性、复合性和不确定性,探索构建面向高效治理的“前提基础—途径转变—划设逻辑—保障机制”的灾害风险控制线体系框架。从国土空间与灾害风险耦合协调治理的视角,提出建立全域覆盖的层级传导体系、健全国土空间功能保障机制、构建全生命周期监测管理系统、完善灾害风险治理重要环节4个方面的国土空间规划应对策略,以为灾害风险高效治理提供具有可操作性的体系框架和实施路径。
Disaster risk prevention and control in China is becoming increasingly severe as global climate changes.The current situation,characterized by a lack of technical systems and governance approaches,presents significant challenges for comprehensive disaster prevention in territorial spatial planning.To effectively address the dynamic,complex,and uncertain nature of disaster risks,it is essential to explore the construction of a disaster mitigation governance line system framework for efficient governance,based on the principles of"fundamental premises-approach transformation-demarcation logic-guarantee mechanisms".From the perspective of coupling and coordinated governance of territorial space and disaster risk,four territorial spatial planning strategies are proposed:establishing a system of full coverage and hierarchical transmission,improving the functional safeguarding mechanisms of territorial space,building a whole-life-cycle monitoring and management system,and enhancing key aspects of disaster risk governance.These strategies aim to provide an operational framework and implementation pathway for the efficient governance of disaster risks.
