摘要
为解决平原河网地区河渠功能退化、农业面源污染、农村生活垃圾与污水等生态环境问题,以汉川市幸福渠小流域为例,研究总结平原河网地区生态清洁小流域建设模式。提出遵循以问题为导向的设计理念,将小流域划分为人居生态治理区、农田生态保护区、水系生态修复区,围绕“乡村振兴”发展战略,统筹推进多部门协同治理,因地制宜实施水系景观保护与修复、污水及垃圾处理、乡村绿化美化、面源污染防治、实用技术及生态产业推广等措施。结果表明:通过多部门协同治理,可推动平原河网地区小流域水土流失综合治理从减量降级向提质增效转变。研究成果可为同类型小流域治理提供参考。
In order to solve the ecological and environmental problems such as river function degradation,agricultural non-point source pollution,rural domestic waste and sewage in the plain river network area,we took Xingfuqu small watershed in Hanchuan City as an example to study and summarize the construction model of ecological clean and small watersheds in plain river network areas,and proposes the problem-oriented design concept.We proposed to divide the small watershed into residential ecological regulation zone,farmland ecological protection zone,and water system ecological restoration zone,making coordinated efforts to promote multi-departmental collaborative management,focusing on the development strategy of"rural revitalization",and implement water system landscape protection and restoration,sewage and garbage treatment,village greening and beautification,non-point source pollution prevention and control,practical technology and ecological industry promotion measures in accordance with local conditions.The results showed that the comprehensive management of soil erosion in small watersheds can be promoted from quantity reduction and degradation to quality improvement and efficiency enhancement through the multi-department collaborative management model in plain river network areas.The research results can provide a reference for the management of similar small watersheds.
