摘要
党的十八大以来,我国利用外资事业蓬勃发展,取得新的历史性成就。文章全面总结分析了十余年来我国利用外资规模、结构与质量提升的显著成效,概括梳理了外资法律建设和监管模式的巨大变化及取得的重大突破,具体阐述了营商环境优化带来的重要成果,并系统研究了产业领域对外资实施的大幅度和跨越式开放。党的十八大以来,中国利用外资事业积累了宝贵的经验:积极开展制度创新,着力打造全方位开放新格局,各级政府积极优化营商环境,切实为外资企业排忧解难,发挥国家重大发展战略的引领作用。展望未来,应从服务业负面清单缩减、国际高标准经贸规则对接、中西部地区优势开发、营商环境优化、制度保障建设等几个方面持续发力,以更大力度吸引和利用外资,通过推进利用外资事业的高质量发展,助力中国经济迈上新台阶。
Since the 18th National Congress of the Communist Party of China(CPC),China's foreign investment utilization has thrived,achieving new historic milestones.This paper comprehensively reviews and analyzes the remarkable achievements over the past decade in expanding the scale,optimizing the structure,and improving the quality of foreign investment.It highlights the significant changes and breakthroughs in the legal framework and regulatory models for foreign investment,and specifically elaborates on the key outcomes resulting from the optimization of the business environment.Furthermore,it systematically examines the substantial and transformative opening of various industries to foreign capital.Since the 18th National Congress of the CPC,China has gained valuable experience in foreign investment utilization.This includes actively promoting institutional innovation,striving to create a new framework for comprehensive openness,enabling governments at all levels to proactively optimize the business environment and address the challenges faced by foreign-invested enterprises,and leveraging major national development strategies to guide investment.To enhance future development,efforts should focus on reducing the negative list for the service sector,aligning with international high-standard economic and trade rules,tapping into the advantages of the central and western regions,optimizing the business environment,and strengthening institutional support.By intensifying efforts to attract and utilize foreign investment,China can further promote the highquality development of foreign investments and drive its economy to new heights.
