摘要
美国宣扬对华战略竞争并推进实施“印太战略”,大力构建复合盟伴体系,加大盟国与伙伴、政府性力量与社会性力量的整合。美日同盟正在从“用于保护的同盟”转变为“用于力量投射的同盟”,日本在美国地区战略中的角色更为突出。从地缘安全、地缘经济和地缘技术等维度看,日本在美国“印太”盟伴体系中发挥极为关键的作用,很大程度上成为美国相关战略举措的理念提供者、驱动者、赋能者。日本不断增强与美国“印太”地区盟伴的双边关系,并在美国促进亚太和欧洲地缘板块联动方面成为核心联结者。日本试图“借船出海”,利用对美国“印太”盟伴体系的支持实现自身军事安全政策转型等目标。日本在美国“印太”经贸战略和技术联盟中也扮演重要角色。随着美日联手构建“印太”盟伴体系,阵营对抗的风险进一步上升,以东盟为中心的地区治理架构将受到更多冲击,一些中小国家在中美之间选边站队的压力趋于增强,管控中日博弈也变得更为复杂。
The United States is promoting strategic competition with China and the implementation of the“Indo-Pacific Strategy”,vigorously building a composite alliance system,and increasing the integration of llies and partners,governmental forces and social forces.The U.S.-Japan alliance is changing from an alliance for protection to an alliance for power projection,and Japan's role in U.S.regional strategy has become more prominent.From the perspective of geo-security,geo-economics and geo-technology,Japan plays an extremely crucial role in the U.S.Indo-Pacific alliance,and to a large extent,it has become the conceptual provider,driver and enabler of the U.S.related strategic initiatives.Japan has been strengthening its bilateral relations with the U.S.Indo-Pacific allies and has become a central link in the U.S.efforts to promote the linkage of the Asia-Pacific and European geopolitical plates.Japan is attempting to use its support for the U.S.Indo-Pacific alliance system to realize its own military and security policy transformation and other goals.Japan also plays an important role in the U.S.Indo-Pacific economic and trade strategy and technology alliance.With the U.S.and Japan to build the Indo-Pacific alliance system,the risk of bloc confrontation rises further,the ASEAN-centered regional governance structure will be subject to more impact,some small and medium-sized countries in the U.S.and China tend to enhance the pressure to choose a side between the U.S.and China and Japan's control of the game has become more complex.
