产业链链主视角下的关键核心技术突破:角色适配性、模式选择与推进体系

摘要 通过匹配关键核心技术类型与恰当的产业链链主的技术创新模式,推动产业生态共生群落组织面向关键核心技术形成一致的信念和行动,是实现关键核心技术突破的重要机制。从主体地位适配性、能力适配性、安全诉求适配性、竞争诉求适配性和价值攀升诉求适配性五个维度,阐释产业链链主牵引突破关键核心技术的角色适配性,并将关键核心技术依据其关键特征提取,分为面向知识高度层级化和复杂化的关键核心技术、面向具有颠覆式创新意义的关键核心技术、面向数字技术的关键核心技术三类。针对面向知识高度层级化和复杂化的关键核心技术,应在科学逻辑、技术逻辑和用户逻辑的主导制度下,采用以产业链链主为核心的政产学研用协同创新模式;针对面向具有颠覆式创新意义的关键核心技术,应在科学逻辑、技术逻辑和市场逻辑的主导制度下,采用以产业链链主牵引的大中小企业融通创新模式;针对面向数字技术的关键核心技术,应在科学逻辑、技术逻辑和市场逻辑的主导制度下,采用以产业链链主为建构者的产业数字平台创新生态模式。未来要准确识别和评估关键产业的链主企业,加强产业链和创新链的融合体系建设,系统构建面向产业链创新能力提升的产业政策体系。 By matching core technology in key fields with appropriate technological innovation models of industrial chain owners,promoting the formation of consistent beliefs and actions of industrial ecological symbiotic community organizations towards core technology in key fields is an important mechanism for achieving breakthroughs in core technology in key fields.This article elaborates on the role adaptability of the main industry chain owner in breaking through core technology in key fields in the industrial chain from five dimensions:dominant position adaptability,capability adaptability,security concern adaptability,competitive demand adaptability,and value ascension demand adaptability.And core technology in key fields are extracted based on their key features,divided into three categories:core technology in key fields that are highly hierarchical and complex in knowledge,core technology in key fields that have disruptive innovation significance,and core technology in key fields that are oriented towards digital technology.This article believes that for core technology in key fields that are highly hierarchical and complex in terms of knowledge,a collaborative innovation model of government,industry,academia,research and application should be adopted with the industrial chain as the core under the dominant system of scientific logic,technological logic,and user logic.For core technology in key fields with disruptive innovation significance,the innovation model of integrating large,medium,and small enterprises led by the industrial chain should be adopted under the dominant system of scientific logic,technological logic,and market logic.For core technology in key fields oriented towards digital technology,it is necessary to adopt an innovative ecological model of industrial digital platforms with the industry chain owner as the builder under the dominant institutional logic of scientific logic,technological logic,and market logic.In the future,it is necessary to accurately identify and assess the leading enterprises in key industries,strengthen the integration system of industrial and innovation chains,and develop a systematic industrial policy framework aimed at enhancing the innovation capability of the industrial chain.
