摘要
可行性研究成果的正确性和精确性是项目立项的基础,并对项目实施产生决定性影响。本文在分析援外成套项目可行性研究工作情况的基础上,剖析援外成套项目可行性研究工作的特点及常见问题,提出深入细致地开展可行性研究现场调研工作,使用中国技术标准规范时注意与当地情况和规定适配等建议,希望为同业改进援外成套项目可行性工作思路和方法、提高可行性研究的工作质量提供参考。
The accuracy and precision of feasibility study results are fundamental for project initiation and have a decisive impact on project implementation.Based on an analysis of the feasibility study work for China-aid complete set projects,this paper examines the characteristics and common issues of feasibility studies for such projects.It proposes recommendations that on-site investigations for feasibility studies shall be carried out thoroughly and Chinese technical standards shall be coordinated to local conditions and regulations for application.These recommendations aim to provide references for improving approaches and methods as well as enhancing the quality of feasibility studies in similar projects.
