贵州省科技特派员嵌入乡村产业运行机制研究

摘要 科技特派员下乡服务是科技促进乡村振兴的重要抓手,在振兴农业产业方面起了关键性作用。文章分析了贵州省科技特派员发展现状及运行模式,并基于嵌入性理论,探究科技特派员助力乡村产业发展路径,如科技特派员通过嵌入农业生产技术、农业经济资源、农业社会资本及科技文化等方式促进乡村产业振兴,但是在嵌入过程中,发现考核机制、双向选择机制、经费投入等方面存在问题,针对问题提出了优化考核体系、建立多元选派机制、积极拓展科技特派员经费来源等科技特派员嵌入乡村产业发展的对策。 The dispatch of science and technology commissioners to rural areas is an important means to promote rural revitalization through science and technology,playing a crucial role in revitalizing the agricultural industry.This article analyzes the current development and operation model of science and technology commissioners in Guizhou Province.Based on the theory of embeddedness,it explores the paths by which science and technology commissioners assist in the development of rural industries,such as promoting rural industrial revitalization by embedding agricultural production technology,agricultural economic resources,agricultural social capital,and scientific and technological culture.However,during the embedding process,issues were identified in aspects such as the assessment mechanism,two-way selection mechanism,and funding investment.In response to these issues,countermeasures for the integration of science and technology commissioners into rural industrial development are proposed,including optimizing the assessment system,establishing diverse dispatch mechanisms,and actively expanding the funding sources for science and technology commissioners.
