职业教育央地互动制度的模式类型、工具选择和政策取向

The Mode Types,Tool Selection and Policy Orientation of Interactive System between Central and Local Governments in Vocational Education

摘要在创新驱动战略视域下,职业教育央地互动制度成为我国职业教育政策体系中的重点话题。通过分析政策目标发现,职业教育央地互动制度有育人主导型、体系构建型、外部交流型、多元支撑型四种模式类型;在政策工具选择方面,不同地区的政策使用存在差异化倾向,这与地区特色、发展需求以及政策目标等因素有关;在政策取向上,职业教育央地互动制度在办学机制、师资队伍建设、产教融合、人才发展与待遇、职教体系完善与治理优化等方面呈现整体性的类型特征;在制度个性上,各地基于地缘优势与区域特征,制定符合区域经济发展规律的促进举措以实现创新驱动。为加强央地互动助力职业教育高质量发展,党和国家要在提升政策前瞻性、激活重点地区服务性、发挥区域创新协同优势上积极采取行动予以支持。 In the perspective of innovation driven strategy,the interactive system between the central and local governments in vocational education has become a key topic in China's vocational education poli⁃cy system.Through analyzing policy objectives,it is found that the interactive system between the central and local governments in vocational education has four types of modes:education oriented,system construc⁃tion oriented,external communication oriented,and diversified support oriented.In terms of policy tool se⁃lection,there is a tendency for differentiation in policy use in different regions,which is related to factors such as regional characteristics,development needs,and policy objectives.In terms of policy orientation,the interactive system between the central and local governments in vocational education has holistic char⁃acteristics in terms of school operation mechanism,teacher team construction,integration of industry and education,talent development and treatment,improvement of vocational education system and governance optimization.In terms of institutional personality,based on geographical advantages and regional character⁃istics,various regions formulate promotion measures that conform to the laws of regional economic develop⁃ment to achieve innovation driven development.To strengthen the interaction between the central and local governments and support the high-quality development of vocational education,the the Communist Party of China and the state should take action to enhance policy foresight,activate the service-oriented nature of key areas,and leverage the advantages of regional innovation synergy.
